2019 Procurement Disparity Study

Portsmouth Public Schools has taken the proactive step of launching a Procurement Disparity Study to examine the division’s purchasing and procurement practices and identify any potential gaps in supporting minority and women-owned business enterprises (M/WBE).

PPS completed a similar disparity study in 2010. From that study, the division made several adjustments to its procurement program. For example, PPS became the only school division in the Commonwealth of Virginia to have a School Board policy mandating the consideration of M/WBEs in purchases/procurements.

The purpose of this study will be to track the progress made since the 2010 study as well as to explore further opportunities to enhance M/WBE participation.
